The 9th Amendment starts with enumerating the powers of the the federal government and refers to other powers. We need to have a clear understanding of exactly what these other powers are. They are the state’s rights.
The remaining powers are personal and private rights, which may not be abridged or circumscribed or tampered with by
The central or state governments in any way.

In fact, the 14th Amendment did not change Article 4 Section 2 privileges and immunities of citizens of the United States. They always has been state citizenship and US citizenship.

Obligation upon anyone as if such laws had never been put on the books. That is right. All laws predicated on the 13th, 14th, and 15th Amendments are mere hypotheses heaped upon hypotheses. Yet the government, the courts go on year after year, pretending that these three amendments have the force of law when they know very well that they do not.

Hate civil rights legislation was designed to degrade Southern whites.
Which was what this legislation was about and the Civil War was really to settle old scores between the two parties which dated back to 1818. The cause of the Civil War was not slavery. The slavery issue was raised later after the war was in its 2nd year. The Southern whites were hated not by blacks, but by northern whites who did not think slavery wrong, but opposed it because slavery financially enabled young white Southerners to attend universities in Europe.

The North did not hate slavery per se, it aided the fact that because of it, whites in the southern states were superior in education and could dominate the federal government. The radical Republicans and communist, Zionists, Jews, and socialists in the Republican Party saw this a golden opportunity to take vengeance on the superior southern whites, and they did it in two ways by so-called civil rights legislation based upon the the bogus 13th, 14th, and 15th Amendments, and by changing the immigration laws that allowed non-Western European nationals to come to the United States as immigrants.
The white man was fighting for his very existence in the South. The Democrats won the fight by virtue of their superior education versus the virulence of the vengeful radical republicans and their communists.
